The CaeSAR project
The aim of this project is to strengthen the best research fields of Caen Normandy University. The CaeSAR project’s objective is to support the development of excellence in research by reinforcing cutting-edge research infrastructures and teams. The goal is to get clinical solutions for neurovascular and neurological diseases, to develop new materials for energy, to push back the frontiers of knowledge in nuclear physics, and to seek the internationalization of digital technologies applied to Humanities and Social Sciences.
CaeSAR will also focus on areas with innovative topics and strong regional and national expectations: Memory and Peace, Biodiversity and Climate Risks, Health Innovation and Artificial Intelligence. With the financial support of the Normandy Region, and with the collaboration of regional social and economic partners, the synergy around these multidisciplinary research fields will be promoted in order to tackle major challenges facing society and the various ecological, digital and social transitions.
Developing attractiveness: CaeSAR aims at welcoming top level international researchers in Caen by creating the best conditions for excellence in research, and by actively supporting a wide and open diffusion of research results towards the society. This project is a new step following our recent successes in innovation, training and European project management.
Because research and training are inextricably linked, the CaeSAR project has ambitions at the highest international level and includes extensive programmes of Graduate Schools, Summer Schools, Ph.D. and post-doctoral contracts and support for European projects – including the ERC, Visiting Researchers and Chairs of excellence.

With a budget of €21.6 million over six years, CaeSAR is an ambitious project supported by the Normandy Region that will make Caen a key player in international research.”
Governance
CaeSAR project is a major structuring project entirely dedicated to research. It brings together the major research organizations, CNRS (National scientific research centre), Inserm (National Institute for Medical Research), CEA (Atomic Energy Commission), TGIR Ganil (Center for nuclear physics and multidisciplinary fields using ion beams), Cyceron imaging platform, Caen University Hospital and Ensicaen (National School of Engineering of Caen).
The project was officially launched on March 29, 2024.
The project is coordinated by the University of Caen Normandy and all decisions concerning its implementation are taken by the Steering Committee. This Committee is chaired by the President of the University of Caen Normandy and includes a representative of each of the project partners and the Normandy Region. The Steering Committee is responsible for the strategic management of the project, based on the recommendations of the International Scientific Council (ISC). An ISC of international experts has been set up for each of the 4 poles of excellence in Axis 1 and an ISC for each of the 4 emerging fields in Axis 2.
